ನನ್ನೂರ ಸಂಜೆ

ಇದು, ಇಂದು ನಾ ಕಂಡ ನನ್ನೂರಿನ ಸೂರ್ಯಾಸ್ತ. ನೀಲಿಯಾಗಸ, ಈಗಷ್ಟೇ ದಿಗಂತದಲ್ಲಿ ಮುಳುಗಿದ ಸೂರ್ಯ. ಹೊನ್ನ ಆಗಸ ಪ್ರಶಾಂತವಾಗಿದೆ. ಅಲ್ಲೊಂದು ಇಲ್ಲೊಂದು ತೆಂಗು, ಬೇವು, ಹುಣಸೆ, ನೀಲಗಿರಿ ಮರಗಳು. ಊರ ಜನರ ದಾಹ ತಣಿವ ಎತ್ತರದ ನೀರಿನ ಟ್ಯಾಂಕು. ಯುಗ ಡಿಜಿಟಲ್ ಆಗಿ, ಮಕ್ಕಳ ಕೈಗೂ ಮೊಬೈಲ್ ಸಿಕ್ಕಿ, 4G ಸ್ಪೀಡಿನಲ್ಲಿ ಬೆಳೆಯುತ್ತಿರುವ ಪೀಳಿಗೆಗೆ ನಿದರ್ಶನವಾಗಿ ನಿಂತ ನೆಟ್ವರ್ಕು ಕಂಬ. ಓಣಿಗೊಂದು ಸಾರ್ವಜನಿಕ ದೀಪದ ಕಂಬ; ಊರು ಬೆಳಗಿದೆ !! ಆದರೂ ಜನ, ಜನರ ಮನಸ್ಸು, ಬುದ್ಧಿಮತ್ತೆ ಇನ್ನೂ ಕತ್ತಲಲ್ಲೆ ಇದೆ: ಅದಕ್ಕೆ ಉದಾಹರಣೆ ಎಂದರೆ, ಹಬ್ಬ ಹರಿದಿನಗಳು ಬಂದಾಗ ಹಾರಾಡುವ ಅವರವರ ಮತದ ಝೇಂಡಾಗಳು.

ಊರ ಬಗ್ಗೆ ಕಾಳಜಿ ಇದೆ, ಆದರೆ ಜನರ ಬಗ್ಗೆ ಸಿಟ್ಟು ಇದೆ. ಮೇಲಿನ ಬಸ್ ಸ್ಟ್ಯಾಂಡಿನಿಂದ ಕೆಳಗಿನ ಹುಣಿಸೆಮರದ ತನಕ ಇರುವ ಮನೆಗಳಲ್ಲೆಲ್ಲ ಒಬ್ಬೊಬ್ಬರು ಶಿಕ್ಷಣ ಪಡೆದು, ಸರಕಾರಿ ನೌಕರಿಯಲ್ಲಿದ್ದರೂ ಅವರ ಬಡತನ ನೀಗಿಲ್ಲ. ಹೆಂಚಿನ ಮನೆಗಳು ಹಾಳುಬಿದ್ದು ಸಿಮೆಂಟಿನ ಸ್ಲ್ಯಾಪ್ ಬಿದ್ದ ಮನೆಗಳು ಮಿಂಚುತ್ತಿವೆ. ಅಲ್ಪ-ಸ್ವಲ್ಪ ಇತಿಹಾಸವನ್ನು ಹೇಳುತ್ತಿದ್ದ ಗುಡಿಗಳೂ, ಮಸೀದಿಗಳೂ ಶಿಕ್ಷಿತ ಮತಾಂಧರ ಕೈಗೆ ಸಿಕ್ಕು ಅಳಿದಿವೆ, ಬೆಳೆದಿವೆ. ಇದು ಬೆಳವಣಿಗೆಯೇ ? ನನಗೂ ಗೊತ್ತಿಲ್ಲಾ. ಮಹಾನ್ ನಾಯಕರುಗಳ ಬಲ ಗೈ ಬಂಟರೆ ಊರಲ್ಲಿದ್ದರೂ 3 ಮೈಲು ದೂರದಲ್ಲಿರುವ ಹೊಳೆಯಿಂದ ಕುಡಿಯಲು ನೀರು ತರಿಸಿಕೊಂಡಿದ್ದನ್ನು ಬಿಟ್ಟರೆ "ಭೂಮಿಗೆ ನೀರು ಬೇಕು" ಎಂದು ಬಹುಶಃ ಇವರಿಗೆ ಅನಿಸಿರಲಿಕ್ಕಿಲ್ಲ. ವರ್ಷದಿಂದ ವರ್ಷಕ್ಕೆ ಹೊಸ ಹೊಸ ಜನರು ಬರುತ್ತಿದ್ದುದು ಕಂಡು ಊರು ಬದಲಾಗುತ್ತಿದೆ, ಬದಲಾಗಿದೆ ಅಂದುಕೊಂಡರೆ ಮೂರ್ಖತನದ ಪರಮಾವಧಿ ಆದೀತು. ಬಂದವರೆಲ್ಲ ನೆಂಟರು; ಇದ್ದವರೆಲ್ಲ ಕುಂಟರು, ಸೊಂಟರು, ಕುರುಡರು. ಇಷ್ಟೇ ನನ್ನೂರು.

Receipt will be given immediately on credit of the amount contributed to the Fund Account which is entitled for 100% Tax Relief under Income Tax Act 1961.

COMPARISON OF PAY DETERMINATION BEFORE AND AFTER 7TH PAY COMMISSION ( source SAPOST)

The Shocking fact of Pay hike recommended by 7th Pay Commission
The Pay hike recommended by 7th Pay Commssion has been discribed as Bonanza by Media
  • Pay commission said 14.29 % Hike in Pay is recommended, Media said central government employees will get 23.55% hike in salary including allowances.
  • we will find out the real fact about the so called Bonanza..!
  • whether the Media claims are true or not through a simple calculation…!
The strength of Group C employees in Central Government is 85%. So we must know what the Pay Hike is recommended for them actually.
But Media give more attention to this 15 % because they have been paid more
It doesnt make sense that the Pay hike recommended for remaining 15 % taken into account. Because they are creamy layer of the Government. The Pay Hike for them also will be decided by them. So the take extar care for not giving more to this 85%.

7th CPC recommendation on Pay Hike is mocking rather than encouraging the Central government employees. See the following example

Assume a govt servant has been appointed in GP 1800 on 1st August of 2015 and he has been provided accomadation in Govt Quarters

His Net Pay for the month of January 2016 in Sixth CPC is given below..


Basic Pay Pay = PB Rs.5200 + GP Rs.1800 = Rs.7000/-

Assuming DA 125% as on 31-1-2016 = Rs.8750/

( Since he hs availed Quarter) HRA = Nil

TA = 600 + DA = Rs.1350

Total Gross Pay = Rs. 17100

Deductions

NPS 10% of basic Pay = 70

CGEGIS = 30

Total deductions (700+30) = 730
Net Pay = 17100-730 = 16370

His Revised 7th CPC Pay as on 31-1-2016

Minimum Basic Pay = Rs. 18000/-

DA = Nil
HRA = Nil
TA = Rs. 1350

Total gross pay = Rs.19350

Deductions

NPS = 1800

CGEGIS = 1500

Total deductions = 3300

Net Pay -= 19350-3300 = 16050

Before 7th Pay Commission his Net pay = Rs. 16370
After 7th Pay commission his Net Pay = Rs. 16050

He will be drawing Rs.320 lesser in 7th Pay Commission revised Pay than from his Sixth CPC pay

Anybody acn calculate from the above example that how much percentage of increase this Goup ‘C’ Government servants get from this 7th CPC bonanza ?

Central Govt. employees observed black day in a befitting manner all acorss country – Shiva Gopal Mishra

As per decision taken in the meeting of the National Joint Council of Action(NJCA), held on 20th November, 2015, all the constituents of the NJCA, including the Railwaymen, observed “Black Day” on 27th November, 2015, organising massive demonstrations, gate meetings, dharnas, bearing black badges across the country against the retrograde recommendations of the VII CPC, such as 
  1. Against the demand of the Staff Side, National Council(JCM) for Minimum Wage Rs.26,000, the VII CPC has recommended Rs.18,000, thereby widening the gap between Minimum and Maximum Wage as 1:13.8 while our demand was to keep this ratio not more 1:8, 
  2. The present rate of HRA, i.e. 30%, 20% and 10% has been reduced to 24%, 16% and 8% respectively, 
  3. The number of interest-free advance, like Festival Advance, etc. have been recommended to be stopped, 
  4. Instead of removing the existing anomalies in the MACPS, the Pay Commission has introduced examination for granting MACP benefit, 
  5. The Pay Commission has also refused to make any recommendation against the NPS, 
  6. In case of Child Care Leave for women employees, leave wage shall be reduced to 80% for second spell of 365 days CCL.
Giving above referred to details here, Shri Shiva Gopal Mishra, General Secretary, All India Railwyamen’s Federation and Convener, NJCA, said, “almost all the Central Government employees have joined today’s protests and have pledged for sustained struggle”.

He further said, “if the Central Government does remove retrograde recommendations of the VII CPC and resolve long pending genuine demands of the employees, more than 30 lakh employees working in the Railways, Defence, Postal and other Central Government Organisations, will be forced to go for indefinite strike”.
